OUR FLAGSHIP IBC REPORTS & ARTICLES


Since 2002, the Observatory has been covering the phenomenon of IBCs, and has now published five reports on the topic. The most recent is a two-part report published in 2016 and 2017 in conjunction with the Cross-Border Education Research Team (C-BERT) at the State University of New York at Albany and Pennsylvania State University.

Part 1, published in 2016, overviews IBC activity, introduces a new definition, and discusses the various models of IBCs seen around the world. Part 2 of the report, published in December 2017, updates these statistics. It uses in-depth interviews with senior leaders at IBCs in operation for at least a decade to understand the factors that have contributed to their long-term success.

Taken together, the OBHE’s coverage of IBCs offers the most comprehensive account of IBC activity in existence, including openings and closures, program and enrollment information. A full list of IBC coverage is below:
