Abstract

In England, part-time enrollment in higher education is down a massive 41% over the past five years, and new entrants are down 55%. This represents over 200,000 students no longer enrolled. At a time when higher education is said to be becoming more flexible and accommodating of a broader range of students, this trend seems very surprising. What is going on?
